As discussed on IRC, here is the link[1] to the contents of
/var/lib/apt/lists/ and /tmp/available

as a result of:

apt-cache dumpavail > /tmp/available
dpkg --admindir=/var/lib/dpkg/ --update-avail /tmp/available
