Bug#183195: dpkg: "Replaces" is not properly handled for "Replaced" packages

Replaces is (unfortunately) a one way relationship -- you have to
install the replacing package after the replaced package. Doing this
with essential packages seems a bit odd; not having a fixed debianutils
yet seems quite wrong.
