This appears to have been a bug resulting from a conflict
between gnome-mahjongg and gnome-glines.

Wild guess: You had Ximian GNOME installed at some point?

I was able to install woody gnome-mahjongg without a problem:

jdthood@thanatos:~/tmp$ sudo apt-get install gnome-mahjongg
