Yea, Suggests should work cause dselect automatically selects Suggested
packages.

Making it essential should make dselect automatically install it as well,
so it would remain during an upgrade, and it could be forcably removed
later on.

Still its not a good solution as dselect isnt essential.... but dpkg
technically shouldnt depend on dselect either, so its nto that bad a
solution.

Or there could be a virtual package for dpkg frontends to ensure that one
is always installed.
