Issue is how to detect if debian/rules does not support build-arch.
Debian policy dictates that debian/rules has to be a makefile but
dpkg does not make that demand so we will need to work out a make
compatible method if detecting target support. Until that is done
and document we'll have to put this on hold.

I suspect the effect will be very small actually. I don't think I have
ever seen a package that supports a build-arch target.
