Ben,

I was trying to compile dpkg-1.9.20 on a non debian system.

I could not get "internals.sgml" in the doc directory
to "compile" due to numerous errors from nsgmls, even
after installing debian doc..

I took a little diversion to learn a little about docbook
and sgml, which I wanted to anyway.

Anyway, I got rid the errors, which could of apparently
been made to go away by turning on "OMITTAG" but I didn't
know how to do that.

I have attached the file in case you might want to replace
the one in the package with this one.
