Please have a look at the response from the two commands:
# LANG=C LOCALE=C dpkg --install -f /var/cache/apt/archives/omniorb_1%3a3.0.4.1-7_i386.deb
dpkg-deb: unknown option --install
# LANG=C LOCALE=C dpkg -i -f /var/cache/apt/archives/omniorb_1%3a3.0.4.1-7_i386.deb
dpkg-deb: unknown option -i
Maybe it does not know what -f is? Then it should say so.

-f is a dpkg-deb option. dpkg sees this, as passes the entire command line to
dpkg-deb.
dpkg-deb then reports that it doesn't know what -i is.
In short, this is behaving exactly as it should. Note that the program
reporting the error is dpkg-deb(which is called by dpkg), not dpkg itself.
