dpkg-dev: Bug #56056 closed but not really fixed

Actually, adjacent blank lines between paragraphs are not allowed
in the debian/control file. This bug was reported as #56056 and
then closed in version 1.6.8, but the patch against scripts/controllib.pl
seems not to be applied to most versions of dpkg. The bug is available
in potato (1.6.15), woody (1.9.20) and unstable (1.9.20).
