Desired state of a package will be moved to a seperate file outside
status. This can be used by frontends like dselect and apt (we'll add
a C and python wrapper for it as well).

--[gs]et-selections will call a new tool for a while and produce
a warning before we completely drop them, just like the -l and -P
options for dpkg do at the moment.
