Well, you can check if the error is in the deb yourself.  Use ar and tar.

Is the deb corrupted/truncated?

The error message might not be the best in these cases, but that's generally
what this means.

Also, please try with the latest dpkg 1.10.5, j ust recently accepted into
unstable.
