Bug#153689: dpkg-reconfigure should do sanity check on frontend parameter

Ok, so I'm stupid. I >didn't< read the f* manual and did this:

debconf: falling back to frontend: Noninteractive
Starting NTP server: ntpd.

I then proceeded to 'debug' this problem and tried to find out why
Debconf.pm wasn't being found. Yes, I am brain dead, but an error
message like
debconf: frontend 'debconf' unavailable.
debconf: falling back to frontend: Noninteractive
would have been much more helpful and would have saved me a half an
hour. ;^)
