where should patches be sent?

I've a number of patches for dpkg-1.10.4, where should I send these? (If CVS
based diffs are needed let me know, I'm happy to do that if you tell me
where the repository is).

I've attached one of the most trivial patches, in the hope that if here is
the appropriate location for patches, it will save an email:}.
