if you accidently removed the while dir file and just touched it, it's
going into a loop in this line:

I inspected the variables using the perl debugger and got:

|DB<1> x $work[$#work] 
|0 undef

So it seems that install-info isn't able to handle an empty dir file.
Please ensure that install-info won't loop in those cases and either
generates the nessecary content that the files needs to have when it's
completely empty or change it to report that the file is empty and
provide a template to recreate it.
