Wherever you announced it to, it didn't seem to come to the attention of
me or anyone else who is in a position to make the installer do that. (I
knew about the config file, but..)

If you're going to keep dpkg.cfg a conffile, I'm not going to make
base-config touch it, which is probably the obvious place to change the
setting. I don't really understand why you think pushing changing this
setting off to another package is going to be more robust or easier,
either.
