Bug#141500: start-stop-daemon: --nicelevel doesn't work

For some months, I've had an init script which uses the following
start-stop-daemon command to run setiathome as soon as my machine boots
up:
# start-stop-daemon --start --verbose \
--pidfile /home/tim/setiathome/pid.sah --chuid tim \
--nicelevel 19 --exec /usr/bin/setiathome
This always worked fine until a couple of weeks ago, and since then it
has stopped working, and now that command produces very odd output:
Starting /usr/bin/setiathome...
start-stop-daemon: Unable to alter nice level by 19: Success
i.e. it seems to be incorrectly handling a successful system call.
