compiling with 'apt-get -b source'

I wonder where I can tune the parameters with which
a package is compiled when I start 'apt-get -b source'.
I want to optimize the binary for my prozessor due it
is a 486 with only 16MB notebook, used as a  heavy
loaded firewall. I strive 'O3' and 'DCPU=486'.
