The el files in /etc/*emacs say:

    (autoload 'debian-changelog-mode
	      "/usr/lib/emacs/site-lisp/debian-changelog-mode.el"

While dpkg 1.4.1 (i386 elf) actually stores the mode in
/usr/share/emacs/site-lisp.
