Bug#51919: dpkg-dev: emacsen-common-install has wrong path, prevents install of emacsen flavor

The wrong path seemed to prevent some random emacsen-common bookkeeping which
would mark xemacs21 as installed, and so it seemed to be ignored.

The fix is simple (fix the offending script(s)), so no need for a patch (but I
might produce one later when I have some free time).
