Bug#50868: dpkg-scanpackages uses old version if duplicates exist

Version: 1.4.1.19
Severity: normal

If dpkg-scanpackages encounters duplicate packages, it builds the
Packages file using information from the older version.  Shouldn't the
newer version be used instead?
