Bug#50563: dpkg: dpkg should alert user to suggested packages

It would be nice if dpkg alerted the user to the existence of "suggested"
packages. Since not everyone takes advantage of this feature in dselect,
particularly now that apt-get makes it easy to grab a single package from
the command line, it would be nice to see a message like :
Package 'gimp' suggests (but does not require) the following packages:
freefont, sharefont, gimp-nonfree, gimp-data-extras (>= 1:1.0.0)
These packages are not marked for installation.
I am asking this feature to be added to dpkg instead of apt so that it will
be present no matter which installation method is used.
