Bug#48844: unhelpful error message from 'dpkg-preconfig --apt' run by dselect

A recent dselect session gave me the following error. There are two problems:
1) there is, of course, some problem that causes the error message.
2) the error message itself represents another bug: it is not descriptive
enough to let me know which Debian package has the problem. I'm
filing this as a bug in dselect because that's where the error
appeared for me, and no other place to report it seems logical.
