Bug#46657: dpkg: missing man page of dpkg-divert

Hi,

 dpkg-divert has no man page. In fact, you would get undocumented(1).
 While this is not good for important system tools, it's getting
 worse, because the packaging manual (ch. 11) refers to dpkg-divert(8).
