This bug has already been reported, multiple times.  Thanks for the

That code is probably there for a reason.  Can you assure us
that your patch does not break things horribly?

(Yes, I've tracked that bug that far myself too, but since I did not write
dpkg nor is the code well documented, I cannot be sure what is the correct
fix. The current problem is mostly harmless - it's annoying at most - and
has an easy workaround [--force-depends], so I wouldn't try to fix it unless
i knew what the fix does and why it does not break other stuff.)
