Bug#35450: dpkg: dselect supresses daily cron run

I've noticed this a couple of times now.  If the dselect 'select' screen is
active the daily cron run will not take place until it is closed.

I can't see any obvious reason for this behaviour but if it's not a bug
or it's SEP, feel free to close or reassign this report.
