Bug#28701: dpkg-genchanges should compare the version numbers

dpkg-genchanges should compare the revision number in debian/changelog against
the previous one (if any) to choose whether the source must be included or
not. Right now, it chooses to include the sources only if the revision
number is -0 or -1, which is quite bogus.
