Bug#28670: dpkg cross-device link problem

I'm not actually sure what it was trying to link to here (I have a
somewhat contorted OS installation since it has grown in place via
upgrades and the original partition is way too small), but in any
case, dpkg should have noted the failure and caused a copy instead...
