update-alternatives should make relative links

Doing so would violate policy, Section 3.3, I believe. Symlinks
against top level directories, such as /usr, should be absolute.
Herbert, as the original party raising the bug, you are empowered to
close this bug; I am not. Please do so unless you dispute my
diagnosis.
