Bug#28177: dpkg --print-architecture requires gcc

I'm setting up a crappy old 486 as a minimal dialin & Xterminal. I
don't want a development environment, but I do want GNU Emacs 20.
The emacs20 package (version 20.3-1) fails to configure, as it gets an
error from "dpkg --print-architecture", which fails because it in turn
calls "gcc --print-libgcc-file-name" but there is no gcc.
Perhaps dpkg, should its invocation of gcc fail, could resort to a
lesser means of figuring out the architecture.
