Bug#25855: dpkg: suggest removing of unused packages

It would be nice if packages, which are not usually usable by themselves
(like libraries or *-common packages), would have "Support-Only" like flag.
dpkg could then suggest to remove such packages when no more packages depend
on them (usually only after deselecting the last package which depended on
them, to avoid annoying suggestions about packages the user already decided
to keep).
