Bug#25134: dselect corrupts status database if ftp fails

When I tried updating my Debian system to 2.0, and selected a large number
of new and updated packages with dselect, and then tried to install them
using ftp, the ftp failed for some reason or other, but rather than regard
my system as not having installed these packages, it regarded the install as
successful, leaving my machine hopelessly confused (and giving me several
hours of pure hacking to get it back on its feet).
