I think the rule here is, that languages are only published on the debian.org
webpage, when it is translated/is up-to-date at least to some minimum percent
value (don't know the exact value, maybe 50% ?).
So, languages that get outdated, because no translator is active for that language,
are getting disabled after some time.
Or they never get activated, if a translation did never reach a reasonable
translation ratio...
That's common for many translated documents.
Thus, simply activating all available languages is not the way to go!
