It appears that Exim has removed the allow_insecure_tainted_data option from the bookworm version of Exim. This caused my upgrade to fail at the apt full-upgrade stage.
Perhaps the release notes should refer to this. The option was introduced for bullseye and was mentioned in those release notes.
