I think this bug has been fixed.
Current text is pretty clear there are two separate issues:
- "non-debian packages" (4.2.2, which has the second two commands):
remove before upgrading
(and (perhaps no-longer?) mentions orphaned packages at all)
- "removed from debian" (4.8, which has the first command): can only
be done after upgrading
It is perhaps worth considering more clearly splitting "before the release" and
"after the release" actions into separate chapters? (post bullseye?) -
eg 4.7 and 4.8 could be put at the start of chapter 5
as they seem like 'issues to be aware of for the new release' as much
as the are about 'upgrading'.
