As I understand it the APT maintainers are just saying it doesn't bring 
much (if any) security or privacy benefit, they don't explicitly 
recommend against it.

For the Release Notes itself there is however a real benefit in avoiding 
all future bug reports asking to use https:// everywhere ;)
