403s on manpages.d.o?

Hey,

someone just mentioned on twitter that they are running into (intermittent?) 403 errors when accessing e.g. https://manpages.debian.org/buster/openssh-client/ssh.1.en.html:

Any ideas as to what could be the cause of this?
