Bug#699297: release-notes: utc/local timezone no longer in /etc/default/rcS

In wheezy, the settings UTC=yes is no longer in /etc/default/rcS as claimed
by §D.3.4.3 (Setting Timezone) of the install guide. This setting is replaced
by having either "UTC" or "LOCAL" on line 3 of /etc/adjtime (see hwclock(8)
for details).
