Bug#698793: sudo configuration changes

Handling of the sudoers file changed between the version in squeeze and
what is now in wheezy and sid.  Users should be encouraged to migrate
customizations from the main /etc/sudoers file to files placed in 
/etc/sudoers.d.

The handling of secure_path also changed, moving from a compile-time
configuration option to an entry in the default /etc/sudoers file.
Thus, if users do not accept the maintainer's changed sudoers file
during the upgrade, they may find themselves with an incomplete PATH.
If this happens, sudo can still be used to execute commands as root, but
fully qualified paths may need to be provided to the command in
question.

The bottom line is that some care needs to be exercised when updating
sudo across the squeeze to wheezy transition.
