On my laptop, there is internet connection while a user is logged 
and using gnome.  When the user logs out, the connection is broken.

Would stopping gdm have the effect of logging out the user?  If so, gdm 
should be stopped only after all the packages have been downloaded, and 
before they start to be installed.  Is there a good moment for the user 
to detect this moment?
