This is obsolete for squeeze+. Setting the patches dir is only needed
when invoking quilt manually for the verry first time in a source. When
quilt creates .pc dir it now records the location of the patches and
series files and no longer needs the setting after that. Esspecially in
3.0 (quilt) format the location is recorded when unpacking the source
and needs never to be given.
