It seems that ș cannot be converted to latin1 instead.

Since the output to PDF, HTML, of Eddy's surname from UTF-8 input is
correct (see
http://www.debian.org/releases/lenny/i386/release-notes/apb.fr.html ), I
suggest we can close this bug, unless you can point a specific output
issue in one of the release-notes builds.
