developers-reference: correction comitted

Hi,

Although Developers Reference states in 5.6.4. Other upload queues

The queues on master.debian.org, samosa.debian.org, master.debian.or.jp,
and ftp.chiark.greenend.org.uk are down permanently, and will not be
resurrected.
The queue in Japan will be replaced with a new queue on hp.debian.or.jp
some day.

The last part is not true any more and no plan to bring it back.

I have comitted removal after reading this fact in Japanese ML.
