Is it used to generate packages/sources/contents lists, or to /move/
packages?

In this example the moving seems to be done by dupload.
(I can't test atm, but will try tomorrow)

AIUI apt-utils is not installed by default, so for someone trying to
decide what to use this is irrelevant.
