I think apt-ftparchive is right tool but this documentation is to blame.
The apt-ftparchive command is used in our archive as I understand.

All other tools are for convienience tools for regular users and YMMV.

I have updated usage guide for apt-fetarchive in Debian reference:

At least apt-fetarchive is available on developer machine such as

osamu@ravel:~$ type apt-ftparchive
apt-ftparchive is /usr/bin/apt-ftparchive
osamu@ravel:~$ type reprepro
-bash: type: reprepro: not found

I marked all obsoleted documents to show their title with:
            (Obsolete Documentation)

I hope this helps these people coming to these pages via google without
seeing our main web pages.
