Bug#510445: release-notes: section "Getting package signatures" obsolete

Package: release-notes
Severity: minor

Hello,

Section "Getting package signatures" documents the "new" feature of
signing packages and also using pdiff for update. It can probably be
removed altogether.

Regards,
Andrei
