I don't really see the benefit of this -- it's not really the job of the
devref to to document how various groups use their usertags, so enumerating 
them here would only really lead to developers usertagging bugs--with good
intentions--but incorrectly. Futhermore, some usertags are likely to be
"restricted" in an informal manner (similar to how the "etch" and "lenny"
tags operate at the moment).
