make validate LINGUA=ru
gived to me
...
xmllint --nonet --noout --postvalid --xinclude ru/release-notes.dbk
ru/release-notes.dbk:88: element index: validity error : Syntax of value
for attribute id of index is not valid
Document ru/release-notes.dbk does not validate
make: *** [validate] Ошибка 3

88 line have contain
<index id="relnotes=index"/>

It is equal with en/release-notes.dbk 116 line.

If replace with
<index id="relnotes-index"/>

error is disappeared.
