Bug#466423: developers-reference: Please clarify how to properly choose the debhelper compatibility level

Package: developers-reference
Version: 3.3.8

I recommend adding something like the following to section A.3.1 of the
developer's reference:

When choosing a debhelper compatibility level for your package, you
should choose the highest compatibility level that is supported in
the most recent stable release. Only use a higher compatibility
level if you need specific features that are provided by that
compatibility level that are not available in earlier levels.

This is based on a mailing list discussion arising out of my suggestion
that someone for whom I was sponsoring package uploads change the
debhelper compatibility level to the newest (6).
