Since we need to describe for next release, having acess to
testing/unstable environment is required. It is possible to run stable
if you set up chroot for testing/unstable to check latest behavior if
you are considering new content writing.
For translation, stable may be good enough but testing/unstable may be
better.
I personally run unstable.
We used to use
* CVS
* debiandoc-sgml
But people (e.g. d-i folks for installation manual) are moving to
* svn and other VCS
* DocBook XML
What kind of work are you in mind?
* creating whole new document focused on particular subject.
* translation
* updating existing one?
http://www.debian.org/doc/ has list of existing ones.
For my Debian Reference, I am trying to make total reorganization.
* tentatively draft content in Wiki
