Admins from Sarge expect that after modifying /etc/motd, users logging
in immediately see the new message. If we tell them to modify
/etc/motd.tail, the message is not displayed  unless /etc/motd is
regenerated by hand or by reboot.

I will submit a proper patch which explains this better.
