Bug#387154: Document including .orig.tar.gz when moving section

Hi,

As discussed on #d-devel earlier today, it is necessary to include the
.orig.tar.gz again when uploading a package to a new section, in order not
to fall foul of a bug in dak (see #367267 and others). The attached patch
updates the dev-ref section dealing with moving section to mention this.

Please consider applying it.
